Time Zone Settings on Stick DE3 Wrong

I'm having a problem with a Stick DE3 time zone settings being/staying right.
Hardwaremanager clock tab shows everything is correct (MT -5:00 Eastern Standard Time)
but this is what shows up in the text report:

I attached the text report of the system setting to the original post,
I have attached a copy of the current show file here.
All of our time settings are hard times (no more sunrise or sunset).
The scheduled look is supposed to turn on at 6AM and off at 8AM (For morning rush hour traffic)
then turn on again at 6PM and off at midnight (for evening traffic).
In looking back at the system settings file, I noticed there's a DasClock and a System time
that seem to match GMT/UTC but the Local time and TimeZone settings are correct:

I even replaced the LiR2032 battery thinking it might not be holding the time correctly,
but at 08:57 AM this morning the customer contacted me to inform me the lights were still on.
