A want to use one SL2048FC and 8 SLESA-IP. Can I do it?
do I need to use one SL2048FC+?

SL2048FC is enough.

It is written that the SL2048 FC only control 4 ethernet ports in your brochure. The SL2048 FC+ control unlimited ethernet ports, limited only by the ethernet protocol and by the power of the computer.
It is correct?

It can control up to 4 Art-Net universes but you can connect as many SLESA-IP1 interfaces as you need. Anyway, I would be glad to sell a SL2048FC+ if you really want to...
